The video is from 2021 and likely shows an incident in Sri Lanka. It has nothing to do with the Houthi rebels.

The Houthi rebels targeted and hit a Liberian-flagged cargo ship, according to The Associated Press. The cargo ship, called the Olympic Spirit, was hit but did not report any injuries, per the outlet.
Social media users are sharing a video of a burning ship, claiming it shows a cargo ship targeted by the Houthi rebels. This claim is false. Through a reverse image search, Check Your Fact found that the video likely shows an incident off the coast of Sri Lanka in 2021. A Chinese media report from the time shows a frame from the video in its article on the incident.
Furthermore, the gray naval ship in the image likely belongs to the Sri Lankan Navy. Another news report identifies the white ship as an Indian Coast Guard ship.
The X-Press Pearl ship caught fire off the coast of Sri Lanka in May 2021, according to BBC News. The ship was carrying chemicals and caused an environmental disaster, the outlet reported.
