This claim is false. The image has been photoshopped. Check Your Fact could not find any instance of Bin Laden and Tupac ever meeting. Vanity Fair reported in 2011 that the image went viral after Bin Laden’s death in Pakistan, alongside a litany of conspiracy theories.
The image has been circulating since 2008, according to Snopes. The original image of Bin Laden matches this one that was taken in 2008, per the outlet.
Check Your Fact was able to find what appears to be the original through a reverse image search and a keyword search. Snopes also found the image.
