FACT CHECK: Video Claims To Show Haitians Are Voting In Georgia

Verdict: False
The video is not authentic. The Georgia Secretary of State and the Office of the Director of National Intelligence (ODNI) both stated that the claim is false.
Fact Check:
Social media users are claiming to show Haitian migrants voting, with driver’s licenses.
“Illegal Haitians flown into the US are claiming that they received all necessary documents and driver’s licenses within 6 months and are able to vote! They have shown several Georgia driver’s licenses featuring the same photo and claim to have voted for Kamala Harris…” one post reads.
This claim is false. State and federal authorities have stated that the video is fake. For example, Georgia Secretary of State Brad Raffensperger said that the video was fake in an Oct. 31 statement.
“Earlier today, our office became aware of a video purporting to show a Haitian immigrant with multiple Georgia ID’s claiming to have voted multiple times. This is false and is an example of targeted disinformation we’ve seen in this and other elections. It is likely foreign interference attempting to sow discord and chaos on the eve of the 2024 Presidential election,” Raffensperger’s statement partially reads.
The ODNI, FBI and Cybersecurity and Infrastructure Security Agency (CISA) issued a joint statement stating that the video is from “Russian influence actors.” (RELATED: Kamala Harris Claims Europe Saw War For ‘First Time In 70 Years’)
“The IC assesses that Russian influence actors manufactured a recent video that falsely depicted individuals claiming to be from Haiti and voting illegally in multiple counties in Georgia. This judgment is based on information available to the IC and prior activities of other Russian influence actors, including videos and other disinformation activities. The Georgia Secretary of State has already refuted the video’s claims as false,” the ODNI statement partially reads.
There are several issues with the video itself, as pointed out by BBC Verify reporter Shayan Sardarizadeh. For example, the image on the driver’s licenses is a stock photo and the addresses are for commercial areas and a street near a gas station. They are not residential areas.
In addition to containing fake addresses, a driving licence in the video of Haitians voting for Kamala Harris multiple times in Georgia has a picture that is actually a stock photo titled “happy smiling African man”, credited to a company in South Africa.

There are no credible media outlets reporting that Haitian migrants are illegally voting in Georgia. We rate this claim false.
